    A motion was made by Fred Doyle, seconded Joan Hinman, to approve the membership applications of Mark D. Krauss and Wendy M. Young for emergency status in the Stamford Fire Department. Motion passed. Doyle-Yes; Hinman-Yes; Jacobs-Yes; Velan-Yes.

     

    Sealed bids for the village’s surplussed 1998 John Deere lawn mower, 18” deck, 18 horse power, and liquid motor, were opened and read aloud. They read as follows:

    Sealed bids were received and real aloud for the Village of Stamford Project for the purchase of 482 Automatic Reading (AMR) Water Meters and read as follows:

    A motion was made by Fred Doyle, seconded by Joan Hinman, to change Joe Hornbeck’s title of Working Foreman to Supervisor, due to non-gender specific language requirements of civil service job descriptions. Motion passed. Doyle-Yes; Hinman-Yes; Velan-Yes; Jacobs-Yes.

    A resolution was offered by Fred Doyle, seconded by Joan Hinman:

     

    Whereas, the Village Board of Trustees hereby approves Joesph Hornbeck as Supervisor for the Village of Stamford, to reside outside the village limits. Resolution passed. Doyle-Yes, Hinman-Yes; Velan-Yes; Jacobs-Yes.

     

    A motion was made by Fred Doyle, seconded by Bruce Velan, to approve the estimate from Edward Peck in the amount of $1,500.00, for the masonry work at the Village Hall. The work will consist of brick veneer on the front of the village hall bottom portion around the new windows (approximately 16’ x 12’), labor only. The village will be responsible for all materials. Motion passed. Doyle-Yes; Velan-Yes; Hinman-Yes; Jacobs-Yes.

     

    A motion was made by Fred Doyle, seconded by Joan Hinman to approve the estimate from Skylands Construction in the amount of $2,100.00, for emergency repair work for the bleachers at Archibald field. The bleachers need immediate attention due to public safety issues. Motion passed. Doyle-Yes; Hinman-Yes; Jacobs-Yes; Velan-Yes.

     

    A motion was made by Fred Doyle, seconded by Bruce Velan, to approve the quote submitted by Gary Payne, Chief Wastewater Plant operator in the amount of $900.00., for one aluminum staircase handrail at the Stamford Wastewater Treatment facility. This quote includes all labor and material for the installation of the handrail by J.S. Enterprises of Worcester, New York. Motion passed. Doyle-Yes; Velan-Yes; Hinman-Yes; Jacobs-Yes.

     

    A motion was made by Joan Hinman, seconded by Bruce Velan, to authorize the mayor’s signature on the agreement between the Village of Stamford and Riverhill Partners (Linda Norris), of Treadwell, NY. This agreement between Riverhill and the Village of Stamford is for the final design and production of five panels for the outdoor kiosk, located on Mt. Utsayantha, based on previous work completed by Riverhill. The total amount is $10,439.00 and all work above to be completed by December 31, 2007. Motion passed. Hinman-Yes; Velan-Yes; Jacobs-Yes; Doyle-Yes.

     

    A motion was made by Fred Doyle, seconded by Joan Hinman, to approve Delaware Engineering’s fee of $3,200.00 for preliminary concept designs based on the PESH (NY State Public Employee Safety & Health Bureau) mandated renovations at the Stamford Fire Department. Preliminary cost estimates will be necessary for the Village to apply for adequate funding of the renovations. Motion passed. Doyle-Yes; Hinman-Yes; Jacobs-Yes; Velan-Yes.

     

    A motion was made by Bruce Velan, seconded by Fred Doyle, to approve the Village Park Use Form for Lynn Dunn, a professor at SUNY Cobleskill College (Animal Science Department), for the use of the rear parking lot at Archibald field, on October 20 and October 21, 2007. He will use the rear parking lot as a base camp for trail riders and drivers during the Cobleskill competitive trail ride / drive. Motion passed. Velan-Yes; Doyle-Yes; Hinman-Yes; Jacobs-Yes.

     

    Tim Touhey submitted a Park Use form to the mayor and village board on behalf “The Gallery.” The application is to display sculptures placed solely on village-owned property along hiking trails / Catskill Scenic Mt. Trails, and in the constructed wetlands.

     

    Richard Doyle, Code Enforcement officer reported the recent activities regarding building permits, code enforcement, etc. and also discussed fire inspections. Mr. Doyle presented the list of fees for fire inspections and wanted input. The Mayor and Board of Trustees decided to review the fees for a possible increase and to decide if Mr. Doyle would be paid for doing fire inspections.

     

    A motion was made by Bruce Velan, seconded by Joan Hinman, to authorize the donation of $125.00 to the Stamford Booster club for the Mayor’s tournament that is held on Archibald field. Motion passed. Velan-Yes; Hinman-Yes; Jacobs-Yes; Doyle-No.

     

    A motion was made by Fred Doyle, seconded by Bruce Velan, to adopt the Amendment to Village Parking Law of 1991 & 1999. The law will be enforceable once it is filed with New York State Department of State. Doyle-Yes; Velan-Yes; Hinman-Yes; Jacobs-Yes.

     

    The amendments to the parking law are as follows:

     

    It shall be a violation for any persons to stop, stand, or park a vehicle in any area designated as a place for handicapped parking unless the vehicle bears a permit issued under NY State Vehicle and Traffic Law 1203-B.2.

     

    Out of state vehicles bearing special identification. Motor vehicles displaying a special license plate or parking permit issued by any other state, district, territory., or other governmental entity subject to the laws of the United State, or a foreign country for the purpose of granting special parking privileges to people with disabilities, shall be accorded the special parking privileges allowed pursuant to the provisions of NY State Vehicle and Traffic Law 1203-B and

    1203-C.

     

    When parking is prohibited, no person shall park a vehicle, whether occupied or not, but may stop or stand temporarily for the purpose of and while actually engaged in loading merchandise or passengers.

     

    No person shall stand or park a vehicle, whether occupied or not, except momentarily, to pick up or discharge a passengers or passengers:

    1. In front of a public or private driveway;

    2. Within twenty (20) feet of a marked crosswalk at an intersection, unless a different distance is indicated by official signs or markings;

    3. Within thirty (30) feet upon the approach to any flashing signal, stop or yield sign or any traffic-control signal located art the side of the roadway, unless a different distance is indicated by official signs or markings;

    4. Within twenty (20)feet of the driveway entrance to any fire station;

    5. Within fifteen (15) feet of a fire hydrant except when such vehicle is attended by a licensed operator or chauffeur who is seated in the front seat and who immediately move such a vehicle in case of emergency, unless a different distance is indicated by official signs or markings.

    A motion was made by Fred Doyle, seconded by Joan Hinman, to accept $1,500.00 into the general account, from the Robinson-Broadhurst Foundation, Inc., for the Catskill Mountain Little League.     Mayor Slatin opened the meeting at 5:40PM.

     

    Fred Doyle made a motion to approve the waiver of the 30-day waiting period for The Belvedere Inn’s application for a liquor license renewal. Bruce Velan seconded the motion. Motion passed unanimously. Velan – Yes; Doyle – Yes; Jacobs – Yes; Hinman – Yes.

     

    Fred Doyle made a motion to pay the village’s dog control officer on a per-incident basis, as follows:

     

    These per-incident payments are all inclusive; mileage will not be paid, nor will fuel.

     

    The dog control officer will obtain village board approval before writing an appearance ticket.

    Frederick Doyle, seconded by Joan Hinman, made a motion to advertise to go out to bid for the purchase of an Automatic Water Meter Reading System. Advertisements will be placed in The Mountain Eagle (once) and the Daily Star (twice), in the legal section. Motion passed unanimously. Doyle – Yes; Hinman – Yes; Velan – Yes; Jacobs – Yes.

     

    Frederick Doyle, seconded by Joan Hinman, made a motion to surplus the 1998 John Deere 345 lawn tractor, Serial #M00345A043178. The John Deere tractor will be placed in front of the village hall with a “FOR SALE” sign that says, “Inquire Within.” Prospective buyers will be advised that sealed bids will be accepted until September 17, 2007.     Uri Epstein, from Moresville Energy, LLC, spoke to the public and the trustees about the proposed industrial wind turbine project in the Towns of Stamford and Roxbury.

    Moresville Energy wishes to site an industrial wind turbine 750’ from the boundary line of the village-owned property at the top of Mt. Utsayantha; this distance is less than the legally required setback of 1000’.   Mr. Epstein came to the village board to request a waiver, which would allow Moresville Energy to place a turbine as per Moresville’s plan.  Mr. Epstein said that his company would pay the village $5000 per year for this setback, for the life of the project.

    Mr. Epstein also wanted permission for his company to use Tower Mountain Road and the road up to the mountaintop for access, to transport heavy equipment and tower components to where Moresville would like to site the industrial wind turbine.  He added that his company would pay to construct a new road for this purpose, and would maintain the road for the life of the project.

    Questions were asked regarding the red lights on the top of the windmills.  Would the lights be FAA compliant?  Would each tower have one? (Mr. Epstein said only every third windmill would be lighted.)  What would the effect of the lights be in a fog?

    The board asked Mr. Epstein to send written information on his request, which he promised to do.

    Jim Kopp approached the village board regarding the ownership of the former Kiwanis Club’s American flags that are set up for various holidays.  There are 110 flags that Jim & Jean Kopp, along with other volunteers, have taken the responsibility for setting up and taking down, along Route 23, on those holidays.  Jim said the flags are wearing thin and will need to be replaced.

    The village board agreed to collect donations for new flags, and to store them in the village barn.  Jim said he would take responsibility for getting volunteers to set them up on each holiday.

    A motion was made by Bruce Velan, seconded by Fred Doyle to approve the minutes of 09/05/07, 09/18/07 & 10/11/07 with corrections.  Motion passed.  Velan-yes, Doyle-yes, Jacobs-yes

    A motion was made Fred Doyle, seconded by Bruce Velan, to approve the application of Rev. Robert Kersten, pastor of the Stamford United Methodist Church, into the Stamford Fire Department for emergency/non-emergency status.  Also approved for emergency status was Ryan Hejnal (Paramedic) and for non-emergency status, Diane Wells.  Motion passed.  Doyle-yes, Velan-yes, Jacobs-yes

    Since January 2006, the Village of Stamford Wastewater Treatment facility has been receiving and processing liquid sludge from DMV International pretreatment facility, in Delhi, NY.  Until now, the Village of Stamford has been the secondary facility for treating and disposing of approximately 25% of the sludge generated at the DMV plant.  Delaware Operations, Inc., has asked the village board to consider becoming the primary facility for treating and disposing of approximately 75% of the sludge generated by the DMV facility.
        
    Fred Doyle, seconded by Donna Jacobs, made a motion to table the proposal for DMV sludge handling until the next regular village board meeting on November 20, 2007.  More information was needed in order to make a decision on the matter.  Motion passed.  Doyle-yes, Jacobs-yes, Velan-yes.

    A motion was made by Fred Doyle, seconded by Bruce Velan, to approve the purchase and replacement of faulty clips on a bucket and replace 3 faulty bus bars at the Stamford Wastewater Treatment Plant in the amount of $3,389.00.  Motion passed.  Doyle-yes, Velan-yes, Jacobs-yes

    Fred Doyle, seconded by Donna Jacobs, made a motion to approve the payment of 85% of all fire inspection fees to Richard Doyle, Stamford Codes Enforcement Officer.  The village will retain the remaining 15%.  Motion passed.  Doyle-yes, Jacobs-yes, Velan-yes

    A motion was made by Fred Doyle, seconded by Bruce Velan to authorize the mayor’s signature on the Memorandum of Understanding between the Village of Stamford and Santo Punturiero, owner of John’s Tavern.  This MOU concerns the donation of part of Punturiero’s property to the village, which will connect two village parking lots.  Motion passed.  Doyle-yes, Velan-yes, Jacobs-yes

    Fred Doyle made a motion, seconded by Bruce Velan to approve a request from Lou O’Connor, representative of Sacred Heart Church.  He requested a pedestrian crosswalk across Harper Street (Route 23) at the intersection of West End Avenue, to assist parishioners in crossing.  Mayor Slatin will make the request to the NYSDOT.  Motion passed.  Doyle-yes, Velan-yes, Jacobs-yes

    Mayor Slatin read aloud a short history of the Cold Spring Farm to the board of trustees and public.  It was determined that the official name of the wetland park on Prospect Street be called Mase Cold Spring Wildlife Preserve.

    A motion was made by Fred Doyle, seconded by Bruce Velan to accept, into the general fund, the  $10,000.00 Robinson Broadhurst Foundation 2007 grant for oil and stone for the village streets.  Motion passed.  Doyle-yes, Velan-yes, Jacobs-yes

    Bruce Velan, seconded by Fred Doyle, made a motion to accept $46,000.00 into the general fund, from Robinson-Broadhurst Foundation 2007 grant for the new water meter reading system.  Motion passed.  Velan-yes, Doyle-yes, Jacobs-yes

    Fred Doyle made a motion, seconded by Bruce Velan, to authorize payment of Abstract #5.  Motion passed.  Doyle-yes, Velan-yes, Jacobs-yes

    Fred Doyle made a motion, seconded by Bruce Velan, to go into executive session for legal reasons at 8:40 PM.  

    Village Board came out of executive session.
