At 6:00 PM, Regional Director Mark Anderson, local representative of the New York State Fire Prevention and Codes Division, offered a presentation on the importance of codes enforcement, with particular focus on the new statewide codes. Mayor Slatin opened the regular village board meeting at 7:00 PM.
Fred Doyle, seconded by Joan Hinman, made a motion to table the approval of the October 16, 2007, minutes, until corrections could be made. Motion passed. Doyle-yes, Hinman-yes, Jacobs-yes
Fred Doyle, seconded by Joan Hinman, made a motion, to approve the purchase of a 455 Husky chainsaw needed for Stamford Fire Department. in the amount of $345.00. Motion passed. Doyle-yes, Hinman-yes, Jacobs-yes
Fred Doyle, seconded by Joan Hinman, made a motion to approve the application of Joseph Hornbeck and Jacob Scully for emergency status into the Stamford Fire Department. Doyle-yes, Hinman-yes, Jacobs-yes
A motion was made by Fred Doyle, seconded by Joan Hinman, to approve an agreement with Delaware Operations, Inc., allowing the Stamford Village Wastewater Treatment Plant to become the primary facility for the treating and disposing of the DMV International pretreatment facilities sludge.
The projected annual revenue when taking 75% of DMV’s sludge:
Estimated sludge volume: 750,000 gallons or approximately 88 loads.
Estimated revenue: $26,250.00
Estimated cost of processing and disposal: $4,480.00.
Estimated profit: $21,410.00
Fred Doyle, seconded by Joan Hinman, made a motion to authorize the mayor’s signature on the Village of Stamford’s SPDES permit, increasing the legal processing limit at the WWTP from 500,000 gallons per day to 750,000 per day, on a monthly average. Motion passed. Doyle-yes, Hinman-yes, Jacobs-yes
Fred Doyle, seconded by Donna Jacobs, made a motion to correct Mark Cierone’s recent water bill of $252.75 (Account #3810) and charge the minimum of $37.50. Consistently his water bill has been the minimal charge for each quarter. Supervisor Joe Hornbeck found that the meter head was faulty. Motion passed. Doyle-yes, Jacobs-yes, Hinman-yes
Fred Doyle, seconded by Joan Hinman, made a motion to correct the water bill of John McLean, Account #0455, to revert to the minimal charge of $37.50. The bill reflected water usage of 65500 gallons, and it should have read 6550. Motion approved. Doyle-yes, Hinman-yes, Jacob-yes
Fred Doyle, seconded by Joan Hinman, made a motion to accept the proposal from Mirabito Fuel Group for the installation of a gas pump at the village barn. They will furnish and install for a 300-gallon double walled gasoline fuel tank (primed) with a Gasboy 1820 electric pump and trim for the village barn on Railroad Avenue. Motion passed. Joe Hornbeck presented three quotes received for dead/dying tree removal. Quotes were as follows: All-Season Tree Service $5,500.00, Beaver Tree Service $8,000.00, and Clean-Cut Tree and Snow Service $3,800.00
A motion was made by Fred Doyle, seconded by Joan Hinman, to approve the proposal from Clean-Cut Tree & Snow Service for the removal and clean-up of 18 trees and one trim, for $3800.00. Motion passed. Doyle-yes, Hinman-yes, Jacobs-yes
Joan Hinman, seconded by Fred Doyle, made a motion to approve the purchase of a new computer for the village shop, with expenditure of $1000.00 or less. Motion passed. Hinman-yes, Doyle-yes, Jacobs-yes
Fred Doyle, seconded Joan Hinman, made a motion to clarify and amend the existing schedule of Fire Inspection Fees. Changes were #4 – “per Inspection per rental unit”, #5 to – “per business” (key word ‘All’ to ‘Each’) and #6 ‘All’ to ‘Each.’ Motion passed. Doyle-yes, Hinman-yes, Jacobs-yes
Fred Doyle, seconded by Joan Hinman, made a motion to authorize the mayor’s signature on an appearance ticket to be served on Joseph Decelis, regarding his alleged violation of the Village of Stamford’s Dog Ordinance. Motion passed. Doyle-yes, Hinman-yes, Jacobs-yes
Joan Hinman, seconded by Fred Doyle, made a motion to approve the Village of Stamford Park Use form for Edward Stammel, Assistant District Commissioner, Foothills District, Otschodela Council Boy Scouts of America, for the use of Archibald Field, in February 2008. Motion approved pending insurance approval. Hinman-yes, Doyle-yes, Jacobs-yes
Fred Doyle, seconded by Joan Hinman, made a motion to authorize the mayor’s signature on a Certificate of Substantial Completion, Project Infiltration & Inflow Remediation, and VS8-G-2006. Motion passed. Doyle-yes, Hinman-yes, Jacobs-yes
A motion was made by Fred Doyle, seconded by Joan Hinman, to approve change order #1, Village of Stamford Infiltration & Inflow Remediation Project, contract # VS8-G-2006, decrease of $1,250.00. Motion passed. Doyle-yes, Hinman-yes, Jacobs-yes
Joan Hinman, seconded by Fred Doyle, made a motion, to accept the $1,000.00 grant received from the Robinson-Broadhurst Foundation, Inc., into the general fund for the planting of SVIA’s shrubs and perennial flowering plants in the Headwaters mini-park. Motion passed. Hinman-yes, Doyle-yes, Jacobs-yes

A motion was made by Joan Hinman, seconded by Fred Doyle, for the Village Board to go into Executive Session to discuss a personnel issue. Cliff Mueller, Stamford Fire Chief and Jerry Warner EMS Chief were invited to stay. Motion passed. Hinman-yes, Doyle-yes, Jacobs-yes
Village Board came out of executive session.
A motion was made by Fred Doyle, seconded by Joan Hinman, to approve Christy Hubbard’s application into the Stamford Fire Department, emergency status. Motion passed. Doyle-yes, Hinman-yes, Jacobs-Yes.
